Montgomery Central Appraisal District Mailing Address

In Montgomery County, the Montgomery Central Appraisal District has the responsibility of identifying properties to be taxed, determining their appraised value, granting exemptions, identifying the taxable owner and address, and determining which taxing jurisdictions can tax the property. According to the Texas Constitution, counties with a population greater than 10,000 are required to have a Tax Assessor-Collector office. Since January 1, 1982, state law has mandated that counties participate in a single appraisal district, which means that the appraisal of property for value and exemption use is now the responsibility of the office of the chief appraiser of the appraisal districts.

About

In 2020, the Montgomery Central Appraisal District experienced a reduction in total tax savings, amounting to $81 million, as compared to the previous year’s savings of $109 million. Over 64,000 property owners in Montgomery County protested their taxable value in 2020, leading to successful protests for 79% of informal and 81% of appraisal review board property tax protests. As a result of these successful protests, homeowners managed to save a total of $21 million, with $8 million in informal protests and $13 million in appraisal review board (ARB) property tax protests, proving to be a significant financial relief for property owners in Montgomery County.

The Montgomery County Tax Office receives the certified tax roll from the Montgomery Central Appraisal District in July, and the property values are loaded onto the Tax Office Computer System. Using the certified tax roll and the tax rates adopted by each taxing jurisdiction, the current property taxes are levied in October each year. Property owners and/or mortgage companies are then mailed a consolidated tax bill.

Mortgage companies are required to request their clients’ tax statements from the Montgomery County Tax Office each year by mid-August. Failure to do so may result in the property owners receiving their tax statement directly. Property owners should carefully review their tax statements to ensure the accuracy of the information, and any errors should be immediately reported to the Montgomery Central Appraisal District.

 Rights Under the Texas Constitution

The Texas constitution outlines five fundamental principles for property taxes in the state. Property taxes must be equal and uniform, ensuring that no property or property type pays more than its fair share. Property must be appraised based on its current market value, which is the price at which it would sell when neither the buyer nor the seller is under any pressure to buy or sell.

To ensure a single appraised value for each property in a county, county appraisal districts are used. All property is taxable, except for those that are exempt under federal or state law. Property owners have a right to reasonable notice of any increase in their appraised property value.

Homestead Cap and Fair Market Value

A Homestead Cap is a limit on the increase in the appraised value of a homeowner’s primary residence for property tax purposes. In many states, including Texas, homeowners who qualify for a homestead exemption are protected from large increases in their property tax bill due to rapidly rising property values. The Homestead Cap limits the amount that the appraised value of a homestead can increase from year to year, typically to no more than 10 percent per year. This helps to protect homeowners from being taxed out of their homes due to rapidly rising property values.

Fair market value is an important concept to understand when it comes to buying or selling property. Essentially, it refers to the estimated price that a property would fetch on the open market under normal conditions. This means that the property would be exposed for sale for a reasonable amount of time, with both the buyer and seller having access to all the relevant information about the property. Additionally, both parties would be looking to maximize their gains without taking advantage of each other. By understanding fair market value, buyers and sellers can ensure that they are getting a fair price for a property and avoid any potential disputes down the line.
